Actual law depends on your state. But height and weight is an important factor. a short 12 year old will not fit into a seatbelt properly and therefore will not be tall enough for even the airbag.
The safest place is in the back seat.

Airbags can be fatal to individuals whose height and size places their face and head at such an angle that the airbag can kill them, regardless of their age. Age makes no difference, it is how the airbag will hit your head that counts.

You can but I wouldn't recommend it. They should change it to a certain size instead of age. Because the air bag going off can hurt or kill a small person.

I'm 12 and I sit up front, but I'm tall.
Backseat's better (but cramped in small cars).

It isn't encouraged, but usually you have to be over a specific weight. Weight is the main factor, not age.
