the laws are different country to country, state to state.. province to province.. where I am they have to keep stray cats and dogs for a MINIMUM of 72 hours.. this is to allow their rightful owners enough time to come and claim them..
now of course if the animal is nasty and a threat to the staff, or is in pain they will have it euthanized following that time... otherwise they will wait as long as they can and make the decision whether or not the animal is adoptable and if they have space in the adoption portion of the shelter
most shelters do euthanasia on set days (once a week or more depending on the size of the shelter) so will have a vet euthanize those which are not adoptable or have been there too long on those days...
IF an animal moves into adoption they are typically vaccinated first.. now since the shelter PAID for the vaccinations they dont want to have to euthanize the poor critter and it will remain up for adoption for as long as space allows providing the animals mental health is good...
so infact while their is a minimum amount of time that animals MUST be kept - MOST shelters keep many animals for much longer
*** I want to add... that vet clinics are often not allowed to treat injured animals without an owners permission so if an injured cat or dog is brought to the vet they have to leave it suffering for that same time period while they await an owners permission to help or euthanize it...
this is why its VERY important to report you pet missing ASAP if you lose a pet.. dont wait a day to see if it comes home

They don't, they do whatever the h*** they want.
They recently seized 18 well kept, loved show dogs from a breeder and auctioned them off for $14,000 almost immediatley. Only because she was over her pet limit, without giving her a chance to move them to her other property. They even confinscated her 11 yr old daughters pet Frenchie and auctioned it off as well. And they were auctioned off to the highest bidder, who needed no qualifications nor any questions asked.
Shelters are often overun with animal 'rights' people, who think ANYBODY who would show or breed is evil!
If the shelters are so filled, then WHY do they push for pet limits and seized well cared for dogs for no reason at all! Some shelters have to IMPORT dogs from other shelters because they do not have enough to adopt! True, some ARE filled, but others ARE NOT! Those shelters are looking for more! No better than pet shops!

Shelters must keep the dogs for 7 days in order to make sure the dog is adoptable. If a dog is aggressive or anything along them lines, the shelter must inform the possible adopters in order to make the match a success.

Why not?? What if it was someone's pet that got out of the yard??? They also need to make sure the animals are healthy and not flea ridden and are not aggessive. If they adopt out an animal and it bites someone- it could be a liability for the shelter.

Most do this to give a dog's owner time to find them before putting them up for adoption or putting them down.
Ours only gives the dogs/puppies 4 days to find an adoptive family, otherwise they are put down as they simply do not have the space for all the dogs coming in daily.

They do that because they cant afford all the animals...plus not all animal shelters do that our keep hem as long as they are healthy
