Taipei is really Taiwan a very large island of the mainland coast In the 1950's Taiwan broke away from mainland China when the communist took over the mainland. The Chinese wants it back , but the Taiwanese do not want to live under communism so right now they have a treaty with the United States that says we will protect them from any aggression by the mainland.

China refers to the communist People's Republic of China on the mainland.
Chinese Taipei is what the People's Republic of China refers to the Republic of China on Taiwan as, because they consider Taiwan to be one of their provinces even though it is not. The capital of Taiwan is Taipei, hence the term Chinese Taipei.
You'll have to study the Chinese Civil War in 1949 to get a better idea of what's going on.
