Our local chamber wouldn't actually "solve" the problem, but they could help you by putting pressure on them by advising them they received a complaint from a local patron who is getting no satisfaction.

If they are not helpful then call you Better Business Burea! Or you can just stop going there all together and visit the Donut shop that dose serve espresso in the proper way!

First, the Camber of Commerce does not address such issues. Not in the US at least. As for calling the BBB, you will only be able to file a complaint.
Call the corporate office. It's pretty darn sad when you can't even understand the people working in an American business. I refuse to give business to local companies if they don't supply an English speaking worker. I am in the service business myself and I would not dream of being so self centered and rude to not care if my customers could communicate with me.
