First of all my friend who are you, who are you to the person your talking about? many questions. If your related and need help, call the mental health department of your County hospital, explain the problem and have her committed. You might have to have family involved, if she's harmful to herself or others, have her committed and go from there.
She sounds like she's a danger to herself, this in itself is reason for commitment.

I know exactly how you feel, I was in your position with a relative once and suffer bipolar disorder myself. The first thing you need to do is take her to a hospital, explain the situation and have a nurse or doctor admit her.
You also need to show her that you are only doing it for her own good. The comment about bipolar before 20 is rather untrue. It can be diagnosed at any age but treatment cannot be started until around 17/18/19 years of age. This is also not a common thing of bipolar either, I would say that there is an underlying thing triggering this.
The best thing you can do is take her to a hospital, its all that will help.

I wouldn't leave her in need like this. I work around people like this all the time 7 days a wk just about. The one thing she needs in her life is u the person she loves the most. See if u can't put her in a home that will help get her med's straight cause u can't do it alone. That way she will have doctors around her all the time. I am talking about a nursing home by the way. She will have people around her 24 7 and u won't get stressed out as much. We are trained professionals who know how to handle people like this. Everyday I have to do this so I know. Yes its hard to leave ur loved one there but u can relax and know that she is getting the care that she needs. U won't feel as stressed. Yes u will worry but not as much. I hope this helped u. And remember u can't do it alone and she does need love and care in her life. Best of luck to u. My prayers and thoughts are with u.

Take her to the nearest ER to get help. If you don't get her help she WILL never get better and maybe die.
