what difference does it make? is it because each state has it's own power to raise and lower taxes? why is NYC a expensive city to live in?

We are the "United" States of America. Individual states have rights. See the US Constitution. The power to tax, by any government entity, is something we have to live with. School districts have the power to tax, and they are not even a government. I bet you could not find two school districts with the same tax rates, structures, collections.
NYC is expensive because there are a lot of people crowded into a relatively small area. The law of supply and demand applies. Scarce space availability means higher cost.
NYC has high costs for a whole list of reasons, mainly government intervention into private lives. Rules and regulations cost us money.

It's not just NYC. it's all of Ny State. Thats why so many bussiness and residents are moving out. Several states don't even have state sales tax. The higher ups just want more and more from us. I really don't know what the answer is but maybe with the newly elected there possibly could be a change for the better?

Because they have to pay for a lot more stuff. Granted there are more people to share the tax but with more people comes higher living expenses and so your top "brass" have to make more to compensate as well as your city workers. So while a city worker in say Boston or another state may make 30-40K in NY to make the same amount they prob have to make 50-60K so then it costs the city more and taxes have to be higer.
