If he has issues and problems... or is just plain slack, it won't matter what race he is, she shouldn't be bothered with him. But if he's a good guy and shows that he can treat her right and love her, and take care of her, then she should pursue a relationship with him.
But she must be wise. Make certain that he's a man of character and not a clown or a loser. Making someone wait because you're not on time is a dead givaway of a person who is selfish and doesn't care. Their interests will always come first and not the best interest of the relationship.
I would think twice if I was in her shoes.
She should take her time and pay more attention to his habits and personality. How does he show his true love? And where is his heart at? Does he really show some love? What other faults or issues has she not noticed? She must open her eyes!
Don't be sympathetic because he's of another race. Love him for who he is - not because you don't want to seem racist if you don't.

If he loves her and she loves him whats the issue? I don't understand if this is more about his race or his problems. This guy is more than a colour, he's a human being who needs to love and be loved. Now where that love comes from matters not as long as it's genuine love. He just like anyone else has his problems and sometimes (operative word sometimes) the love of a good woman can help a guy overcome whatever he may be going through.

Race is not a problem, but cultural differences can be a challenge later on in the relationship. Go for it, I have been married for 14 years to an Asian, I am Caucasian.
