It depends on the guy and what he wants. If all he wants is sex. Then of course, it's not a relationship. You would only be considered a "convenient lay". Maybe he's a convenience for you. But if you want a relationship, you have to test him. Hold back and let him pursue you a little. Start going places more and tell him you will call him back. But don't call back all the time. Don't invite over as often. And don't talk about how much you love being with him and talking to him. Let him "prove" himself - either to be a potential boyfriend... or a just a regular "hook-up" (friend with benefits). But it would be wise for you to watch his actions and look deeper into his personality.
How much does he really care?
How does he show you that he cares? Not with money or gifts.
What does he say to you or about the "relationship"?
What doesn't he say?
Etc.
But a relationship isn't based on how many times you have sex. What makes a person want to have a relationship with you is based on how you make him or her feel - how drawn they are to you. Your personality, beauty, etc. Sex is only a part of the relationship. Men love sex, but they don't DEPEND on a particular woman to give it to them, so you shouldn't depend on sex to win the favor of a man either. If you do, you had better be real good, because that's the only way you will get him and KEEP him. And you will have to live up to that because sex will be the main focus of your relationship. But it can get boring, trust me. Give him something else to want you for. Make him love you and appreciate you for your personality. Not sex.

If i am meeting that girl for the first time and having sex more than 3 times, then NO, I wont consider it a relationship. But if i know the girl already and going around for sometime, but never had sex before then YES, I will consider it a relationship.
