There is no single "latin quarter". Each country has its currency linked to the global foreign exchange markets. On a daily basis the country's currency rises or falls depending on various and semi predictable factors.

Foreign exchange rates are available in all major newspapers in the financial section or available on the web via a standard google search.

You must first know the name of currency of the country you are visiting. There is, for example, a difference between the Mexican peso and the Argentine peso and the Brazilian real. These US has a "quarter" whilst most European countries do not.

You can exchange your currency at the airport either in this country or the other. Larger travel agencies can exchange money, too. You will pay for the service so factor that into your budget.

The expression Latin Quarter more appropriately is used to refer to the neighborhood or area within a city where Latinos and Latina's have naturally emigrated.
