your brother is in a age when infatuations are common. it is normal and very natural. it is very sweet of you to be worried for him. but trust me scolding or beasting him is not going to help. instead it will make him feel as if no one underestand him and that he should go to that girl as she will be the only one who'd respect him.
instead tell him that you understand how he feels win his confidence so that he is sure to tel you about all his ideas and plans.(so that in case he is about to tdo anything stupid you will come to know before hand). then slowly, without forcing him to forget the girl, explain to him that what he is feeling is not wrong but he should be carefull not to get over excited with all this. tell him "how will it feel if you fail in class and that girl passes wiht good mark? no girl will like you if yu dont become something in life... so keep friendship with that girl but also concentrate on your life... that girl is not hte only person who loves you. even before you met that girl your family used to take care of you and love you. you should also remember all your friends who used to play with you before that girl became your friend. so it is your duty first to keep your family and friends happy and then think about that girl. your family and all your friends want you to study well and become something in life so that they all will be proud of you. also when that girl sees that you are a good student and so many people like you ahe too will want to be your friend."
if you talk to your brother like this then i am sure he will listen to you, just be patient, dont scold him.
