I don't think there's much technical expertise involved in making an inkblot. Fold a piece of absorbent (blotting) paper in half then open it again, pour some ink onto one side so it goes into the fold, fold over again and press the 2 sides together - you'll get a mirror image.

Reading inkblots, on the other hand, would require a degree in psychology. I'm not even sure if the test is still used.
