It is like saying that most people that THINK a gun is unloaded, they can be wrong. Another phrase in safety gun school is "Always treat a gun as if it is loaded" is basically the same thing. It is trying to tell you to form the HABIT of always pointing it in a safe direction, even though you know for a fact that it is unloaded, so one day you don't point a loaded gun not intending to use it in a dangerous direction out of BAD HABITS, and it accidentally goes off and you kill or hurt someone you did not intend to, or damage something expensive!

It's referring to the persons agression.
Basicaly the guy who has a hot temper and always walk s around with a clenched fist and trying to talk about their skills or show off is a loaded gun.
The person who stays quiet and calm or passive about their abilities is an unloaded gun.
That person is deadlier because you have no idea of what they can or will do if forced to.

I would say that the loaded gun is a trained, skilled and knowledgeable martial artist who is ready and capable of dealing with a situation but understands the power of their weapon.
They use their skills to avoid and defuse a potential threat.
If they have to shoot they aim to disable not kill understanding how frail the human body is.
In short the gun is loaded with knowledge, discipline and respect
The unloaded gun is the exact opposite of this It is still a weapon but has no concept of its potential to do harm making it more deadly.

YUP - my Dad cleaned an 'unloaded' .22 cal rifle
we have the hole in the dining room ceiling to prove it
gun safety - unless it's taken apart - ITS LOADED
