there are many ways.
1. Be brave and stop him and tell him directly in polite manner.
2. Just use some conversation to introduce yourself to her, Then say some nice dialog that include her good qualities like looks etc. then indirectly say to him that you like her.. Its better then the previous one.
3. Checkout the girl constantly, then introduce yourself when you got opportunity and then take his no. by any means and then try to start growing ur relationship

You need to be a friend first, and if she's a stranger than how can you possibly know if you like her or not, unless your just going by her looks, which you probably are. Quit acting like a male pig and remember the outside of a person is not what matters.
