It's a bit of a strange question, if you don't mind me saying so. Do you mean people alive now, or historically? Either way, there's no particular list, so the "second most important" person is impossible to define when there isn't even a first most important.
However if you want suggestions, the most important people historically would probably be Moses, Abraham, Isaac, Jacob, not necessarily in that order. For people alive now, it's even harder to define - there are some fairly important rabbis but no-one that's universally acknowledged as a leader of all Jews.
