A guilty conscience is when we do something that we know we shouldn't, and is wrong, and we keep thinking about what we have done without getting a moments peace...our thoughts are focused on this one thing constantly being reminded, and we worry about consequence.
No conscience is when we have no concern for others, or ourselves, and even if we do a wrong we feel no responsibility for it or for others, we feel no remorse, basically the idea of doing something wrong does not register in our minds, as being wrong, and we care nothing about consequence.

I suppose the logical answer would be if one has a guilty conscience, he/she is in possession of a conscience (I feel guilt, therefore I hurt like a son-of-a-gun. )
If one doesn't have a conscience then he/she has an empty spot right where the conscience should be located.

Guilty conscience=knowing right from wrong but doing the wrong thing anyway- feeling a shame or guilt for it. No conscience=not knowing and/or not caring that what was done is wrong. Killing a person and feeling some remorse for it. Killing a person and caring less

Guilty conscience example: A woman steals a shirt, and later feels bad about it.
No conscience example: A woman steals a shirt and doesn't give a **** because she doesn't think it's wrong.
But to a certain degree, I think people should follow their own moral codes. Obviously, some people's morals are really screwed up, which is why we have laws.

simple, a guilty conscience means, one is aware of the wrong doing commited and maybe would like to make it right or is bothered of that mistake. no conscience, means absence of guilt, or doesnt recognize that one has a commited a mistake thats why isnt bothered at all.

Guilt implies moral standards, therefore a contrite heart, and a yearning to repent. No conscience would be considered someone who had no emotion towards wrongdoing.
