I think that he probably doesn't like you. Though even if he liked you, would you be happy with him? If you two confessed your feelings for each other, would you want a boyfriend that ignores you in public?
I used to have a crush on a guy, and my story was similar to your story. I gave up on him b/c I realized I wouldn't want someone with his behavior to be my boyfriend.

If he doesn't reply to your message at all then thats a not a good sign. If he delays his response, then maybe hes nervous. If he acts like he doesn't know you in public then maybe hes also nervous.

I've had this happen to me. You may not like this advice, but I didn't like the girl. If he ignores you in person but not on the net, he's just trying to be nice. Don't bug him to much, ya never know, he might like you...
