Probably the Black Arrows who flew Hawker Hunters and performed a formation loop and barrel role with 22 aircraft at the 1958 Farnborough air show. They, as part of 111 squadron, were the official RAF display team from 1956 to 1961. On their Wikipedia page there's a picture of a 16 aircraft formation.

Aha, the RAF page says they had 9 members from 1957.
