Basically it's as the name implies. Two people are chosen from any number of ways (dice, names in a hat, spinning a bottle etc). Those two people go into a secluded location for seven minutes. It is implied that they will kiss, but they can do pretty much whatever.

It's a lot like spin the bottle.
You use some sort of way to draw names (from a hat or whatever). When two names are drawn, those two people go into a closet for 7 minutes. You can do whatever, but it is implied that people made out.
