This question is right up my alley! I'm a lifeguard and have been for 6 years. Seen lots of stuff...
Anyway- you don't drown by DRINKING water. Yes, you can get "water poisoning" by drinking too much, but you won't drown. It's an entirely different situation.
Now, if you are asking how much water needs to be in the lungs- not very much, maybe a couple ounces. And it's not always right away either.
There is a condition known as secondary drowning, in which you get water into your lungs, are fine, but then could die in your sleep up to 72 hours later from drowning. Weird and scary, I know. People don't give water as much respect as they should. It's lots of fun to swim, and the lifeguards and their rules seem so annoying that you forget that the activity is actually a dangerous one! Even olympic swimmers and lifeguards can drown- no one is immune!
If you are asking how deep the water must be before you can drown, only a couple of inches. You can drown in a puddle (what a horrible way to go), as long as your mouth and nose are submerged. So no, you don't have to be in the deep end of the pool or far out in the river to drown. Bathtub drownings happen waaaay too often.
I hope that the information here is helpful. I teach many lifesaving and lifeguarding courses every year, as well as working as a lifeguard. People always seem so surprised at how vulnerable they are and at how dangerous the activity they choose to do is!
If you need more information, I'd suggest checking out the drowning statistics for your area.

If the person is capable of drinking, he cannot drown. To drown water must enter the respiratory system and prevent oxygen transfer.

A lot, it's very unlikely that this would happen. I personally drink about a gallon a day and am average weight. It also depends a lot on how active a person is.

You can die if you DRINK too much water. They had
a frat party where they made the kids drink too much
water and 2 of them died. The body can only handle so
much fluid at one time. If you want to kill yourself, just
keep drinking water till you pass out. Then its over, a
painful way to die tho.

if it goes in your stomach you cant drown , it has to go in your lungs for you to drown and then it really only takes a few ounces if its going directly into your lungs.
