He is all up to date on his shots. But last night I noticed when I brought him in from going potty his hair underneath his mouth was wet. I didnt think much of it since when he drinks from his water bowl he tends to get wet. I dried off his face and put him to bed in his cage and when I got him out about 3 hours later to take him out again I noticed that he was soaked again from under his mouth and side of his face. I know he did not pee in the cage. What could this possibly be? He has never had this before.

Sounds like for some reason he is salivating. My dog does that when he's nervous. He also does it if he is chewing on something really small like when he gets ahold of an earring or something or if he has been chewing on his paws (something dogs often do if they have allergies). If he seems healthy otherwise, I would keep an eye on him to see if can determine "what" he is doing when it's happening (is he chewing or just sleeping, etc.). Then if you need to contact your vet, you'll have some good information. Good Luck!

I had a shih tzu that would do that sometimes.
When he would do it, it was because he was panting hard.
Maybe you should observe him and note if he sticks out his tongue, or you could also just call a vet and ask them if you think it might be something serious.

Your puppy sounds adorable. :o)
