It's a natural part of their coloring - I have a tabby/tortie and she has black lips with pink spots or maybe they're pink lips with black spots but it's perfectly normal.

The Animal Services or any Animal Rescue is your best bet. Like someone else stated, Domestic Shorthairs are not bred professionally, only American Shorthairs. Animal Services animals will have been spayed/neutered and had vaccinations before you get them, so it's a big savings right off the bat for you. I have 3 beautiful tabbies, 1 brown, 1 black and 1 classic brown (swirly) and I have 2 black and whites, 1 tuxedo and one black/white with a milk mustache - hee! All of my cats are from Animal Services. It costs only $30.00 which includes the spay/neuter, vaccinations, rabies shot, and here where I live a microchip and free first vet visit. You'll have a huge choice and you'll also be saving a life. Many of the shelter cats/kittens are owner turn-ins or runaways (or "got-away"s-lol), so they're domesticated and all. Take a walk through your local Animal Services. It's my guess you'll fall in love with more than just one! BTW, my best friend moved to North Carolina from California last year!She's in Pine Hurst(sp?).

Is she an orange cat? They can develop black spots, like freckles, over time, on their lips, nose and eyelids. These are just that, freckles. No big deal.
Now, if they are on her chin, in the furry part, they could be black heads. Cats can get feline acne on their chin, causing black heads, and even large pustules. Most of the time, you can scrape the black heads off with your fingernail. If they are actual pustules, you may need to get medicated shampoo from your vet.
Either way, no really big deal. I would recommend that if they are not bothering your cat, the next time you get her in for an exam, have the vet check them. If they are bothering her, or if you want to be sure, take her in soon.

my cat has lots of black spots around his lips - they are just pigmentation and are absolutely harmless - like freckles.

It seems for this website I found that it is common and you should not worry as long as it is not raised, inflamed, ect. If you are really worried you should see a vet just to be sure.
