Target, Bed, Bath, and Beyond, Walmart, JC Penny. About this time with the holidays alot of things will be on sale. Do some shopping around, find what you really like, maybe wait to see if it goes on sale or not. Or request it as a Christmas gift :)

Thrift shops and garage sales and ask around -- some of the prettiest tables I have seen are set with peices that don't match. Similar colors and types of dishes are usually able to go together. And thrift stores are very reasonable.

I would also recommend Target! I've found cut and colorful pieces from the dollar tree before! Pier 1 imports also usually have good sales. Good Luck!
