I've often seen police cars and whatnot speeding up or down the street with their lights on, but they won't have their sirens on. Is it a special emergency that requires them to drive with no sirens or something? Let me know ya'll.

It means real crime in progress. Like robbery, prowler, vandalism, etc. The cops don't want the crooks to know their coming so they just light it up and run silent. When the cops run with sound it means they want you to know they are coming. Violent crimes and the like get sirens. A great many calls are run with no lights as well.

Normally they will use the siren to cross an intersection, or to pass a car. Honestly the siren is very loud and does not help when the officer is trying to listen to the radio.

Also on alot of calls they may say no siren or no lights if they want to get there without the bad guys hearing them.

also sometimes they forget to turn them off after they do a traffic stop also.

Use of emergency lighting equipment exempts emergency vehicles from teh vehicle code and allows them to speed, run stop signs, etc., so long as they do so safely. In California, emergency vehicle operators only have to sound a siren when reasonably necessary (clearing intersections, traffic, etc.). If they have their lights on they are on the way to an emergency call. Siren use is at the vehicle operator's discretion.

Also, they may be listening in to a call from dispatch and they're getting ready to go off to the scene.
Its a warning for you to be aware of them because they may need to do an emergency turn around and do a u-turn on the road or speed up ahead of you. If they turn the siren on just for a little bit, they want you to move to the right lane.

OR...

Sometimes they do that just like when leave the emergency lights on...they forget to turn them off.

they are looking for someone or , was called to a house and looking for address, if it is late and on a call for a non emergency they will not use the sirens, if there is no traffic they don't have to use sirens, they are used to worn traffic that they need threw fast

In Colorado that is what they call a code 2. It means they need to get somewhere very fast and they don't want to let the dirt bags know they are coming.

They are trying to get the last of the doughnuts at Dunkin before they run out of jelly. They dont want to wait for the stop lights, and putting on the siren requires them to be going to a call.

Aww, all the homer cops that read this must have given me a thumbs down, but in fact my uncle is a retired NYC cop and my answer is actually correct except my line about the doughnuts.....instead you can replace that with any type of food lol.

It means they are in a big hurry and you'd best get out of their way, but it's not a REAL emergency. (Maybe they're headed for the donut shop.)
