Family business: how to stop a swindler brother?

I have a greedy brother who swindle anyone, my father, my mother, my cousin, his hotel business partners...and the worst part they finish happy about it!
If there is a law to stop him?

If you mean he fast talks them out of things, that's one thing. If it's an actual swindle, that's something quite different -- and something quite illegal. If you are sure of your facts, you can report him, either to the police and/or the better business bureau, but it's hard to make a charge stand if the people he swindles are happy about it. How does he manage that?
