There isn't any "new drug craze," just new media articles trying to make it seem dramatic. ;)

They are probably referring to the active ingredient in most cough medicine: dextromethorphan. It's not the safest thing in the world and hardly the most pleasant; it's just easy to get. Although a lot of people don't even like it, I believe this is the most widely abused OTC medicine. Some stores limit how much you can buy.

It is also the cough suppressant in Triple C (Coricidin Cough & Cold). Unfortunately, this also contains an antihistamine called chlorpheniramine, which dries out people's eyes/mucus membranes. At the doses that are recreational for dextromethorphan, people have reported bleeding eyes/mouth/skin/etc. It can cause trouble breathing and be life-threatening at these doses.

Other things...

Some people have taken high doses of drowsy antihimistines (eg. Dramamine), which, if the person manages to not fall asleep, cause complete-loss-of-touch-with-reality hallucinations -- seeing and talking to people who aren't there, trying to walk through a closed door they thought was open, etc. Very sketchy. It is done, but uncommon.

Psuedoephedrine -- this is a stimulant, albeit a crappy one; people prefer caffeine to this. However, like ephedrine, it can be used as a precursor for making speed. A lot of places have restrictions on its sale because of this.

There is also nitrous oxide (laughing gas), although I wouldn't describe it as a "drug that can be bought over the counter;" it's used in things like whipped cream cans to make it foamy when you spray it out. Its effects are very short-lived.

Ritalin (since somebody mentioned this) is a powerful stimulant, but not OTC.

Kids will do almost anything to get a cheap high. Not good at all b/c most medicines can really make you sick or worse when taking too much. And if they are combining medicines, that is even worse!!!
