its has been the ever the highest scandel and stealing known to the history by any government . how can the iraqs claime back this money?

I suspect it may be about that much - the better part of the Gross National Product of Iraq is oil revenues so that sounds correct. The people of Iraq are the ones who have paid the cost on both sides of the conflict. I suspect that there is no way to reclaim the financial losses except through a long period of peace and prosperity in Iraq - Suni and Shiite factions would both need to work together to bring the oil back under the control of an elected coalition government that actually represents Iraq's interests instead of those of the US and other Foreign Nationals like the Saudi and British and other WTO nations - it would take about 10 years of peace but it can be done if the two factions can admit that they have been played for fools and set at each other's throats just to make the rich foreign nationals richer.

Well, considering the money the American government spent, and the American lives it took to try to bring democracy to Iraq, how about we call it even?

Yep! Not just that, the Americans have done more damage than what meets the eye.
As long as the "Puppet Govt." is there, the Iraqis can't claim it, unfortunately...

Idiot! It wasn't $80 billion US dollars. I made the same mistake, it was Iraqi camel dollars...it converts to $1.85
