I thought this guy might like me he always smiled at me differently than he did to my friends, and so I told him I liked him and he said he didn't want a relationship at the moment. I thought okay he doesn't like me I'll just try to be friends with him. Didn't see him much for next few months but when I did he seemed sort of scared by me. He started talking to me the other day and was smiling at me really big, he seemed really happy to see me. When just two weeks ago all I got from him was hi. Why the sudden change? What does this mean?

It may be like the time when a man's female child suddenly becomes attractive to his eye, smell or touch. It happens to most most fathers, I believe. Some men just don't know how to react to this and push their daughter away from fear of themselves. It scares them and they begin thinking wried thoughts about themselves.
Your friend maybe afraid of you. After all, social phobia is the most common form of mental health problems in America. Social Phobia is being scared of people. It can be of one type of people, like anyone who is attractive to them.

Your description gives the impression that he is afraid of his own feelings, whatever they are. People who are insecure like this are usually both unable to describe how they feel adequately to others, and they tend towards wishy-washy or unpredictable behavior. Problem here is, regardless of his other good qualities, and no matter how much you like him already, he probably doesn't have the confidence needed to be a good boyfriend. Your best bet is to continue to be casual friends with him, and to not pursue anything more intimate.
