they pass out the mail in jail??

It depends on the Jail. They each have published standards of what an inmate can have and what quantity. The Jail Administrator should have a copy of the guidelines for you. It will also depend if your recepient is a trustee or not. If you are sending mail to a jail, be sure that you have an inmate ID number. Many jails will return mail if there is no Inmate ID #.

The inmate is usually provided a guide or handbook when he/she is booked in and may be able to answer the question for you..

Do NOT send illegal materials to an inmate. Every detention center I know of scans (reads) the mail and tests the contents for contaband. If you are caught sending illegal items into the jail you could end up there yourself.

An individual will write a letter in ink and place a stamp on it. The letter is then placed in a device called a mailbox. A mail carrier takes the letter from the magical box and puts it in his truck. The truck arrives at a distribution center where the mail is sorted. It is then sent to the prison. Kindly elves sort the mail and inspect it for narcotics. The letters are then manually given to the prisoners via what is known as a guard.

In seriousness though: Letters are usually delivered to prisoners when food is delivered.
