Need help with relationship?

well my friend is having a problem she's been friends with this guy for 11 years. And for 3 months they went out in 8th grade, he broke up with her.Now they're in 10th grade and he's been showing "feelings" toward her, such as grabbing her butt, her chest, and doing sexual things toward her. He also said to her that if you have a condom then we can have sex. He's asking more like a boyfriend than a friend. She doesn't know what to do so could someone please e-mail me back because she really needs an answer. thank you, Katie
