God did make rules but not every one follows them.

Do you mean that God makes the rules and we have to follow them? Yes, that's right, but, you know. He makes those rules in His infinite wisdom so that we don't get hurt. Have you ever thought what it would have been like if Adam and Eve never had sinned and we all still lived in The Garden of Eden?

If God is making the rules, then cannot He choose that Jesus Christ is the only way?

it depends in what you believe in. there is NOT an "only way" EVER everyone their own way. and if there is a god, wouldn't he want everyone to be happy?
