This terminology has been a teen tradition for at least 30 years (back when I learned it as a teen) and probably going back 100 years.
1st base is kissing, including tongues. Pretty much anything above the neck.
2nd base is above the waist. This is the guy touching the gal's breasts, maybe with her shirt and bra off, maybe including kissing and nibbling.
3rd base is below the waist, but not including sexual intercourse. For me as a thirteen year old in 1973, that meant fingering. I think nowadays 3rd base might include oral sex.
Getting to home plate is scoring, which means penis-in-vagina intercourse.
People have come up with various elaborations that extend the baseball metaphor, but that's basically it.

Okay first base is when youll hold a conversation, you know getting to know each other. Second base is when you'll start kissing and stuff. Third base is when you'll have sex. Just like baseball third base is the home run.
