Your best move is to try to locate the dogs owner. This dog may not be injured at all but may be suffering from paralysis which his owner is aware of & treating. Many dogs have this ailment of the rear legs & still live happy active lives. Don;'t jump to any conclusions until you have all the facts. If it turns out the dogs is neglected you can then notify animal control, your local SPCA or the police. In most states you do not have the right to take the animal unless you caused it's injury & are rushing it to a vet for help.

I would assume that if you find a dog, alone, and wandering, and especially, if it has no TAGs or IDENTIFICATION that it is OK and it is the right thing for you to do to seek help for it. But keep in mind, that if you "ok" treatment for the dog, you better bring your wallet and/or credit card.
If I were in this situation, I would pick up the dog, bring it home (to the dogs home), and go from there. If the owners are "unresponsive" then do what's best for the dog (or cat, or cow, or monkey -- whatever).
Think for a minute...if this was your dog...hurt, scared, and alone, what would you want? But also think, that not all dog owners want or care the same way that you do.
Hey, if the dog is not on private property, take it to the VET and explain, everything, and go from there. Yeah, it might cost you.
Unfortunately, animals are not given the same rights as humans (we still eat them, don't we?) Do what you can, and sleep easy knowing that you did your best. My heart to you...

ok i call it life or death ,when some one ,or some animal need my help. i help it, by the sounds of it this poor thing needed help,more likely a vet ,but it sounds like it was to far gone ,dragging it back legs suggest to me that it had it legs broken,but maybe not in this car wreck..... cause it was still moveing , most dog owners are happy if you help there dogs,
but if you think about it, why was it on the street with out a owner , perhaps it was a stray.one can only guess it fate , most vets know the local dogs,next time call them ,they will help you out

If you take it to the vet yourself, you will have to be responsible for the vet bills. I would take it to the neighbor that you think it belongs to. Hopefully it got out by accident and was injured, not injured intentionally by the owners. If you have a humen society there or SPCA, you can take it there and turn it in and they will take care of it.

You might want to contact the humane society in your local area and let them deal with. Just tell them that you think it belongs to one of your neighbors, but your not sure who or what to do.

I would call your local shelter and report this. Hopefully, they will send someone out to investigate this issue and be able to find the dog and identify an owner.

who cares if you don't know your neighbors.even if you did don't turn it in to them.go to the vet and tell them all that you wrote here then they wont get there dog back and he'll be safe
