The cat will understand English just as well as it does Russian for it is not the words themselves that it responds to but the sound, the inflection, softness or hardness that it responds to and it responds to some words so the owner thinks it knows the word but actually because the voice sounds the same whenever the word is spoken.Your cat also responds to Body Lanquage(all animals do for they communicate by sound and body language-some just by body language) the movements you make and so on. Cats respond well to touch-my cat loves to sit on my lap and be petted and will even put her paw over my hand and will groom me-but this relationship formed for have always acted and spoken lovingly to my cat even when I correct her although I talk firmer I do not yell or scare her so she totally trusts me. Although cats are a bit independent and you earn their love they love totally when they love you.

I think so. The neighbor's cat was in our yard one day and ignored me until I said "Hola" (Her family is Argentinian). Then she came right over.
If you buy a cat from Russia, it may take a little longer, but it will pick up some English.

Cats will respond to what ever language you use. They go more by the tone of your voice then words.
They are very much creatures of .habits. They pick up on what you do over & over again.

cats and dogs are capable of understanding most basic commands in any language you choose. If you speak russain to your cat and use words in cojunctions with actions, he will understand as long as you are consistant. However, if you etach in in one language and use another, he's not gonna get it. Lots of protection dog trainers use german or russian when training US dogas as it is an advantage to use against a would be assailant.
