numb toes on outside of foot ,needle stimulation feeling in ball and heel,stiifness in joint and arch,especially in mornings!

YES, its called tarsal tunnel syndrom
but it must NOT include joint stiffness in the mornng, you may have some form of arthritis.
you better see a rheumatologist.

It is possible to have the same symptoms as Carpal Tunnel Syndrome but it is called Tarsal Tunnel Syndrome which is a painful foot condition in which the tibial nerve is impinged and compressed as it travels though the tarsal tunnel. Patients complain typically of numbness in the foot, radiating to the big toe and the first 3 toes, pain, burning, electrical sensations, and tingling over the base of the foot and the heel.

No. Carpal=hands so carpal tunnel is only a condition of the hands and wrists. It sounds as if you may have some type of arthritis, or neuropathy of some sort. Make an appointment with a podiatrist or neurologist for some tests.
