lock down is the same everywhere, but can be only a inmate, a cell block or the entire institution.

on a inmate, he is in basicly in his cell 24 hours a day 7 days a week, except for manditory yard time ( which is often still by his self) and to shower.

An intire cell block can be that way either because it is a lockdown all the time and inmates on lockdown are moved there. ( called the "hole" on various TV shows)

so if there is a problem, fight or some issue, the guards can call a lock down of that cell block in which all inmates in general population have to return to thier cells right then.
