How about telling him that Santa would love to bring him home and that he would also like to come home for Christmas; But he has been asked to do something very special that will take a while to do. He has to be in Iraq to try to help make it safe for other boys and girls to have a Christmas. And even though it may be dangerous, he is trying to help these people have a peaceful existence. The best present that this 8 year old could ask for is to have Santa keep his brother safe and out of harms way. Have him ask Santa to tell him that he's very proud of what he's doing and to tell him that he loves and misses him very much. It's a hard concept to understand for an 8 year old but sometimes the thought of sharing helps.

How about pre-paid calling cards.
a video Christmas greeting from the whole family
get some of his friends he used to hang with before he
inlisted, to record somthing on the same tape.
let him know everything is fine back home so he can focus
100% on the job at hand.
My son is a United States Marine
and he's one month in to his third tour of duty over in Iraq.
The best thing for your Brother is for him to know his family is
doing well. I can't stress this enough if he's in combat
he has to be focused on whats going on around him I know I'm repeating myself and I apoligize for it , If hes worried about back home
he's not going to be worrying enough about his own safety. and we know that his safety is whats important
I wish your brother the best of luck. and I hope he is home with his family soon

Some homemade treats that will store well and ship well are always appreciated. Perhaps a home movie put onto a dvd. You could show him glimpses of what's going on at home, in town, and everyone telling him "hi" and "we love you". Anything that is part of home will be appreciated more than material things, as they are made of love.
