Get a water bowl and a heavy, clean rock. Put rock in bowl. Cover with water. Cat will drink the water.
Cats do not really drink that much. If they eat canned food, they drink less. I am sure she will drink enough.

Try a "pet fountain." Unlike a pump in her bowl, it shouldn't get clogged with hair. Or, maybe you could put a bowl under a DRIPPING faucet that won't be in your way, say in the bathroom, or in the bathtub. The water is running, and then there is the bowl, so she has access to more water when she needs it.

It sounds to me like your cat has a depth preception problem. Do this: Fill the water bowl as usual and then take several ice cubes and put them in her bowl. She will bat at them to test the depth of the water and then proceed to drink. Hope that helps you and kitty !

well my cats dont really drink out of a dish either they like to drink out of the toilet or i just leave a big cup in the bathtube and let them drink when theyre thirsty but if your cat knocks it over put something like rock in the bottom of the cup and shell be fine.

Have your tried one of those self waterers,they have them at Wal-Mart. they are pretty heavy,don't think she could spill it.
