you could try some ambi it works for dark spots. look for it at your local drug store. It is a cream.

It appears u have a hard beard. Change ur method for shaving.
Apply oil a few hours before shaving, for a few days and see the result
or
wash ur face with (warm) soap & water before shaving, and during shaving use warm water.
Apply Vitamin E cream after shaving.
