One form of low cost insurance is Major Casualty which only pays when the bill goes over a certain limit. Check to make sure they will cover a pre-existent condition.
You doing ok with the bp? I've got it to so if you need to scream sometime - give me an e.

If you have a bipolar condition and are taking meds, you are very likely to be declined for "major medical" health insurance from any carrier. Your best bet is to find a job with group health benefits where you don't have to go through underwriting.

As an individual, the best you can probably get is hospital indemnity insurance or a prescription discount plan (anywhere from 15% - 45% off retail).

No. Mental health benefits are not cheap, and pre-existing conditions are not covered.
