i have had Queensland heelers a long time and they hate when people look at them when they eat. they just wait till you leave and keep looking to see if you left then dig into their dinner!

He may view you as "Alpha" in the family... and therefore submits or cowers in a way so that if you wanted the food he would retreat. It's common in pack animals for the dominant one to have their fill before the lesser ranked animals are allowed to approach.
Your dog is accepting your dominance.

That is characteristic of a very considerate dog who places himself last after others. When he's stared at, he thinks the starers are starving and would want the food.
Give the dog his deserved privacy when eating.

Maybe he thinks people is going to take his food. If this it, watch out for when you have people over and they get close to him while he's eating. He might try to bite a person. Put his food bowl somewhere where people can't see him, maybe that will help.

sometimes dogs feel threatened when people stare at them. never look a dog in the eyes especially if it begins to growl. just look away.

He probably feels nervous/shy when people look at them. Also they could feel presured to eat fast so they dont eat at all.

Probaly ur dog is imbarass to eat cuz ur looking at him and think ur stalknig him or something,

Probably the same reason that my APBT doesn't like for people to watch him when he is going number two-a little privacy please.
