My Taurus would not start. There was power on all the time but engine starter would not engage. I replaced the ignition lock/tumbler. (Where the key fits) it now starts but will not shut off. Power is still on all the time no matter what position the key is in. I think there must be a ground gone. Anyone know where to look?

I did not replace the switch on the bottom of the steer column itself just the key/lock. There is an arm and that may not be set correctly. It slides in and out of the column. When the key is in the run position should the arm be in or out of the column?

The rod is at the top of the column near the key.

Did you also replace the ignition switch itself? The key and tumbler simply allow you to turn the ignition switch and run it through the positions. If it is badly worn, or as somebody already mentioned the tumbler is not set properly then the switch might not turn back off. You mentioned in your question that while the car wouldn't crank originally , the power was on all the time. As somebody else mentioned sounds like the linkage or connection between the two could be broken as well. You might have been able to "turn it on" with the new switch, but unable to reverse it when you turned the key tumbler backwards. I don't know for certain, but if the 96 still used the rod from the key to activate the switch mounted down at the bottom of the steering column, then the switch or rod could simply be loose or out of adjustment. If it is all in the top of the column by the key then the other options should apply.

There is a rod inside the steering column that has a little metal pin that can fall out and do this. The only way to fix this is to tear down the column and install a new actuator, the actuator is what has the metal pin. The key tumbler turns a gear that moves the actuator.

The plastic actuator that hooks to the tumbler or rides on it, is broken or the tumbler is not set or time correctly.

the linkage going down through the steering column to the switch is unhooked to start it it's a push but to shut off is a pull on the linkage

You put the tumbler in wrong.
