About 8 to 12 lbs safely. You do not need money to exercise. If you have heavier objects in home, you can use them, such as milk jugs filled with sand or water. But to lose weight, you must perform cardio exercises and that can be as simple as running in place, jumping rope, running up and down stairs, etc for a minimum of 30 minutes at 60 to 80% of your peak heart rate. The higher the intensity, the longer the exercise and/or the more you exercise the better the results.
