There are about 15 Portlands in the US, I'll go with the two largest. Since you think it is very rainy I'll assume you mean Oregon first.
For Portland, Oregon's weather:

It doesn't rain as mush as we all think in Portland, the city has mild wet winters, and warm, dry summers.
The summer months are the driest period, averaging no more than one inch of rain per month.

Rain? Yes. Drenched, 24/7 ? Well...not really.
Portland has distinctive 4 seasons and winter is the wet one but mild. Snow is not a yearly event in the metro areas.
Besides, the "rain" is really more like a mist that keeps the air clean and all vegetations nice and healthy without a lot of work. Don't move there if you are from the southern states, just visit.

You certainly won't be rained on 24/7 if you move here. But during winter, it does rain quite a bit. And on days it's not raining, it's usually grey with little to no sunshine. If that's a problem that can't be cured with a nice Cabo vacation during January, then Portland isn't the place for you. It's a great city, but winter in Portland is not for everyone.

The entire Pacific Northwest is very wet in the winter & spring.... and fall. :) We have nice summers though.

Right now is a BAD time to visit anywhere in Western Washington or Oregon. We're having some fairly major flooding this week. It'll be a few weeks before the water is back to normal and longer before all the mud is cleaned up. :) That doesn't happen all the time... usually every few years... and really bad every 10 or 15 (this was a bad one).

If you live for sunshine... you don't want to live here. If you like having 4 seasons and dont mind cold and rain... it's great. I DO like the 4 seasons... our falls especially are GORGEOUS. And I do love that we get snow occassionally.... but I really miss the constant sunshine we had in California.

I live in Portland so I'm used to the rain. It does rain often but I like it. If you don't live here it is really hard to adjust. My sister in law is from California and she is having a hard time adjusting. If you want to see some place beautiful check out the Columbia River Gorge. It is breath taking. I like to go for drives and see all the waterfalls and trees. Also check out all the beautiful mountains around us. Good Luck. The rain won't hurt you. You just get a little bit wet. :)

If you want to see sunshine in Oregon you either need to wait for the stars to align properly or just add some water!

Seriously! The rain helps keep Oregon green and a good time can and should be had in it! Salsa... Come on up; your the next contestant in “Man is it ever wet up here!”.

If you're referring to Portland, OREGON...the answer is

---YES--- I'd choose a different time of the year (the best time would be in September or early October---or check this link:
http://www.farmersalmanac.com/forthepress/uspressrelease.html

I spent my honeymoon there (late November)...(my EX made the selection)...I wanted to go to Victoria BC, where it's sunny 360 days a year!)...but it RAINED SO MUCH, we never got to "The Grotto" where I wanted to go. Of course, the Grotto is a cave so it shouldn't have mattered...but "there you go" (the EX again).
Wanna see what the Grotto is about? (it's Catholic & It's a tribute to The Blessed Mother (Mary)....THAT's probably what kept me from going there (the EX again!).

this storm was the worst in years only b/c it came from hawaii, but it was warm! It rains here for fall and winter, but that's better than snow!!!! Spring showers do grace us and the results are a fabulous colorful spring/summer.

the rain we get here is drizzle, to call it actual rainfall is giving it more credit than deserved.
