It means giving up, or in this case quitting the job.

I think there's another layer there...
"short of surrendering the job" means other than quitting
BUT..."he was doing the best he could, short of surrendering the job" means that surrendering the job would be the best he could do, but he had to do the next best thing

Short means except for. He was doing the best he can, the only other thing he could do was surrender the job.

quitting is surrendering the job. Maybe the person wants the other man to be gone.

It means he was giving you everything except what you actually needed. In other words he wasn't giving you the answer.
