No you cannot adopt a penguin anywhere in the world.
Not legally at least. Nor would you want to, they have very specific needs.

Have you ever been around a penguin or smelled a penguin?
These are non-flying, fish eating poop factories that would puke a maggot on a gut-wagon. They only look good in cartoons or on tape. Buy a nice goldfish and call it Chilly Willy and you will be happy.
No, you can not legally own a penguin in the US unless you are a licensed zoo or a research facility.

Sure, the site is called "adopt a penguin" and while you don't physically get to have him around for a modest $20 a month they will send you pictures and update you on his/her family life, school, etc... just like some of the missions in south america.

The only way you can own a penguin is through an educational program. I work at a museum, and we have an endangered tortoise. We can legally house this animal because we have a permit, and use it for educational purposes.

um you can`t adopt a penguin because they need the wild and cold,water and they need very spectific care

Is it endangered? if it is then no unless you plan to be a zooligist but you could get a job at local zoo but thats about it.
