I agree that year round is a good time to visit Victoria.
I would choose the spring, like Easter. Spring in Victoria usually is pleasant, and you avoid summer prices. The closer to Summer, the more tourism is geared up for it but the crowds aren't there yet.

any time is good. Some days it rains and some days it doesn't. Victoria is a beautiful place all year round with many different things to do all year round as well.

Anytime from Spring to Fall. The summer is always a good time, although there are lots of tourists, but there is always something to do, lots of family activities.

I'd visit in late May or early September. You miss the summer crowds yet get good weather.
