I'm pretty sure it's at the corner of rue Saint Honoré and rue Croix des Petits Champs, it's in the 1e arrondissement. It's multi-story, modern looking, and the external skin is kind of a metal scroll work. There was a French flag flying above it when saw it.

The building is called "Immeuble des Bons Enfants" ("building of the nice children", the quarter's name is "Bons Enfants"). The architects are Francis Soler & Frédéric Druot. Its address is 182, rue Saint-Honoré, 75001 Paris
It's occupied by the French Ministry of Culture and Communication where it organises conferences and expositions. [see the link (French)]

The Banque de France has an address there: 1 rue croix des petits champs

I'm french and this building must be the Culture minister of Monsieur Renaud Donnedieu de Vabres

Try using "Mappy.fr" to find your exact location... Most buildings in France that have the flag are of government standing , hotel de ville or a hotel.
