It depends on the school district. In my county, when new text books are adopted, the old ones are either put into a storage room at the school itself, or they are taken to a big warehouse. Teachers can go to the warehouse and help themselves to any old resources they want. Some of the books are in good shape and are useful as resources in the classroom or for tutoring, etc.
I think from time to time the county allows the public to visit the warehouse- there are tens of thousands of books there. It's a musty, dusty place that'll get your allergies revved up in high gear...
You should call your school board office to find out if the public has access to discontinued books.
Also, check bookstores, online bookstores, ebay, etc. Many libraries have donated books and magazines that they sell very cheaply. Check around and see what you can find.

They use them, repair minor damage, re-use them,
then toss them out when too messed up, or if obsolete.
At the end of the school year,ask the principle or dean if you can have the waste copies and discontinued ones. They might give it to you generously, but they won't give it to you right away. You can ask when they sort through the books, and ask if you can choose from their "wastage" pile. I used to do that summer job when I was in high-school. School ended in May/June, sorted out the books in July/August.

depends, highschool textbooks must be returned by the end of the year, it's mandatory they just continue reusing the books until they literally fall apart lol but for college, you keep on to the books, students usually sell their textbooks to people for cheaper then they bought it for originally.

They are ground up and served to the kids in the cafeteria. You know when they serve 'Friday Surprise' in the cafeteria?
Then you've eaten textbook. (Mainly the 1983 edition of Adventures in Biology.)

well they shread them and then reuse the paper for new ones so they recycle it praticly......( my dad is the principle) yea i no it sux
