No. they aren't armed with shurikens

and some of them do carry guns. However the carry mostly batons.
the police are the only people in japan (and their military) allowed to have guns.

I seriously doubt it. Plus, they would be much harder to control than a gun. And people could dodge them pretty easily. I don't know why I'm explaining this so matter of factly.... I don't know anything about ninja stars....
