I've heard that if you work within the teaching or social services fields with a certain percentage of students below a specific income bracket, you will be credited for a certain amount of your federal loan debt. Is this true, and if so, how do you get enrolled in the program?

It is true for certain Gov. Loans. Your school needs to be a chapter one school , which means the majority of your students fall below the poverty line and receive free lunch. You enroll by getting the application from your lending institute or college or directly from the Stafford and Perkins loans. Your loan is frozen and a certain amount of your loan is paid each year you remain in the program for five years.
